Years ago, there was a lot of abuse within the system and workers compensation premiums were going through the roof. The state of Texas fixed the system and it became a model for the nation. Business groups gave and labor groups each gave in to create a system that has greatly reduced WC premiums. Sometime the concessions that the business groups gave cause frustration with employers.
